David Swallow

David Swallow is a Deputy CEO for the Regional Transportation Commission of Southern Nevada (RTC). In his role, Swallow oversees the agency’s planning, engineering, and funding programs for transportation infrastructure, development of new transit facilities and systems, implementation and support of new technologies, and coordination between roadway and freeway operations.

A civil engineer with nearly 30 years of experience in private as well as public sectors, Swallow has been with RTC since January 2001 and focused particularly on transportation. His team comprises several departments, including the Metropolitan Planning Organization, Capital Project Development, Facilities, Transit Amenities, Streets & Highways, Information Technology and Traffic Management.

Swallow and his team are responsible for developing a long-term vision and implementing related plans for improving mobility in Southern Nevada; administering a multi-billion dollar capital improvement program for building and maintaining roadway and multi-use trail projects; developing public transportation facilities and amenities along with high-capacity transit lines on key corridors; managing the public bike share system and overseeing traffic operations and incident response for the region’s network of roadways and freeways.

Prior to his current role, Swallow served as the agency’s Chief Engineering and Technology Officer, responsible for the design and implementation of many RTC projects and initiatives, including transit centers, fleet maintenance and fueling facilities, park & rides, bus rapid transit lines, bike facilities and technology solutions.

Swallow is active in his profession and in the community, having served on the University of Nevada, Las Vegas Alumni Association’s Board of Directors and the Department of Civil and Environmental Engineering and Construction Advisory Board. He is a long-standing member of the Institute of Transportation Engineers, Intelligent Transportation Society of America, and Fellow of the American Society of Civil Engineers, serving on its Committee on America’s Infrastructure, a group responsible for developing the Report Card for America’s infrastructure. He is also a member of the Southern Nevada Bicycle Coalition and a League Cycling Instructor with the League of American Bicyclists.

Swallow was recognized as the Transportation Engineer of the Year by the Institute of Transportation Engineers in 2010. Other acknowledgements include “40 Under 40” by InBusiness (now Vegas, Inc.), an award by the Nevada Pedestrian and Bicycle Advisory Board in 2012 for improving connectivity and safety, and he was recognized as “Engineering Honoree” by the Safe Community Partnership in 2013.

Swallow has been a resident of Las Vegas for nearly 40 years. He is a licensed professional engineer in the state of Nevada and earned both his Bachelor and Master of Science degrees in Civil Engineering from the University of Nevada, Las Vegas. In 2025, he was named Howard R. Hughes College of Engineering Alumnus of the Year.
