Sherwin John Gutierrez
Sherwin John Gutierrez is the Chief Financial Officer for the Regional Transportation Commission of Southern Nevada (RTC). In this role, he oversees the agency’s annual operating and capital budget of approximately $1.34 billion. He also oversees the agency’s Fuel Revenue Indexing annual update for RTC board approval, critical to the ongoing success of the program that continues to fund road and highway construction and maintenance in the region.

A 17-year employee of the RTC, Gutierrez joined the agency in 2008 as a Senior Accountant, working primarily on internal audit functions and compliance audits for the agency’s vendors. Through the years, he took on more responsibilities in RTC’s finance department and was promoted several times, assuming his current position as CFO in December 2025.
His most notable accomplishments at RTC include fiscal savings and additional funding from Compressed Natural Gas fleet conversion of more than $276 million, and over $11 million in interest savings from refunding existing bonds.
Prior to joining RTC, Gutierrez served as a senior accountant with a local accounting firm, Kafoury Armstrong & Co.; he was a non-gaming auditor for the Luxor Hotel; chief accountant for a local government unit in the Philippines; and associate auditor for KPMG International in Manila, Philippines.
Gutierrez was licensed as a Certified Public Accountant in 1998 and a Certified Fraud Examiner in 2010. He earned a Bachelor of Science degree in Accountancy from De La Salle University in Manila, Philippines, where he was a Consistent DLSU scholar.
