Theresa Gaisser, P.E., P.T.O.E.

Theresa Gaisser serves as Deputy Chief Executive Officer of the Regional Transportation Commission of Southern Nevada, where she oversees the agency’s Traffic Management Center, transit, paratransit, and fleet operations.

Gaisser previously led the Freeway and Arterial System of Transportation (FAST), which manages traffic signal timing and the operation and maintenance of Intelligent Transportation Systems throughout the region. She is widely credited with completely modernizing Southern Nevada’s traffic management operating and communications systems. As Senior Director of FAST, she directed traffic coordination for major Las Vegas events including the Super Bowl, NFL games, NASCAR, Formula 1, and large-scale concerts and festivals. This work required close coordination with transit operations and significantly expanded her expertise in public transportation.

RTC operates the nation’s 13th busiest transit system, with more than 55.7 million annual boardings; a paratransit system providing 1.75 million annual trips to more than 7,300 people with disabilities; and a fleet of more than 900 buses and specialized transit vehicles.

Gaisser specializes in leadership of teams through accelerated schedules, fiscally-conscious budgets, highly coordinated collaboration, and publicly spotlighted projects with efficiency, superior technical design and unsurpassed focus on enhancing quality of life.

Gaisser is a member of the Institute of Transportation Engineers, American Society of Civil Engineers, Intelligent Transportation Society of Nevada, and International Municipal Signal Association. She is a licensed Professional Civil Engineer in Nevada, California, Arizona, and Utah, and a Professional Traffic Operations Engineer. She holds a Bachelor of Science in Civil Engineering from the University of Nevada, Las Vegas.
